Because of the power of some processors, mainly the Apple M series and Qualcomm’s Snapdragon, it’s been said, and demonstrated, that some Windows games can run natively on the devices—Fallout 4 being one of them, on a Samsung Galaxy S24 with playable frame rates. Doing so, however, requires some special system setups, which will require an investment of just $1,000, while the alternative—a traditional PC—can run it better and cost just over $709. If you are in an experimental mood, fine. If not, why bother?
